PSC MEETING MINUTES
Concourse Meeting 10/15/2005
Meeting called to order at 11:15 AM by President Grabanski. Minutes were read and accepted.
FINANCIAL REPORT: Checking has $9184.00. The fund raisers have made 1130.00 so far. Motion to accept..seconded and passed.
REPORTS:
Truck Com: Report on truck and trailer tabled.
PSF Com: For 2005 , number of bands sold 1137. Expenses were $2300.00
Kit Race: No report
Banquet: No report
Race Com: No report
Fund raising: Raffle tickets have been sent to all clubs.
Concourse Show: Ron Whitson reports that the show will be held at the fairgrounds over Thanksgiving weekend. Volunteers to help are: Top Gun, Bruce G and Karl W, TAC, Vene L and Don C, Oly, Ken K and Chuck, MRI, Ron W and Bill S, GSC, Michael and Jack I. Volunteers need to be at the fairgrounds by 9:30 Saturday morning. Steve Lesley and Bruce Gordon will give seminar. Ken K will photo winners.

NEW BUSINESS Bruce G gave report on 2006 PSF race. Last race of YB season. Ship at Tradewinds. Shipping $2.00 per bird. Three section, North, Central and South. All monies stay in their respective section. Calcutta only is open to all sections. Bands will be $6.00 and $10.00 as before 2005. Band payments due by first YB race. New prize breakdown. 1st 15% 2nd 9% 3rd 7% 4th 5% 5th 4% 6th 3% 7th 8th 9th and 10th 2%. From 11th on out $50.00 prizes until funds run out. Pools still 5 to 1 Trophy for overall winner.

Officers for 2006 (all were unopposed.) Pres. Ski Grabanski, V Pres. Vene Luke, Sec. Steve Lesley, Race Sec. Bruce Gordon, Liberator. Paul Thomas, Treasurer Ken Koerneke.
There was a discussion on shipping with the Evergreen Concourse. They apparently want to only ship on their truck. There was no interest in that proposal.

The 2006 dues will remain the same as 2005. $65.00 per member. Of that $25 goes to membership and $40 goes to the truck fund. The truck fund will be kept in a separate account. It was moved by Bruce G and seconded that the concourse go to pre-paid shipping. Each member will be allotted one crate per race. Any person needing an additional crate will be charged $20.00 per crate. Passed.

There was a discussion on the point system. The system used in 2005 will remain in 2006. A discussion on combining pickup location ended with no changes. Race schedules to be voted on will be posted on the concourse website. They are to be printed off by each club. Those ballots to be brought the concourse meeting at the Nov. Show.

Puget Sound Concourse Meeting June 29, 2005
Meeting called to order at 7:00 PM by concourse Pres. Ski Grabanski. Delegates present from all clubs. Minutes from previous meeting were read and accepted.
Financial report: Over $9000.00 in treasury with still money to be collected. Report accepted. The Evergreen Concourse will be paid $21.00 per crate for the Weed race. Clubs to send money to Ralph Dahlberg. Ralph will furnish concourse with complete financial breakdown for 2005 OB season when it is finished.
Reports:
Fund raising: Raffle for (1) all expense trip to Victoria BC donated by Mr. And Mrs Novak. (2) Mystery Train dinner for two donated by Mr. and Mrs. Grabanski (3) Dinner for two at the Space Needle or Stanley and Seaforts donated by the Olympia Club. (4) six one hundred dollar coupons to Oak Haven Farms donated by Chris Peeman. PSF Committee Clubs to send list of all PSF band sales to Ski..NOW
No report from Truck Committee. Bob Tracy will investigate the feasibility of purchasing a truck and fifth wheel trailer for transporting birds .

Puget Sound Concourse meeting Jan 28,2006

Meeting was called to order by President Grabanski @ 11:05 Am.  All member clubs were represented.

Minutes read and accepted. Vene Luke submitted his resignation as Vice President. After some discussion he reconsidered.
~ Pres. Grabanski said the by-laws state that the trucking fee is to be determined at the January meeting, not the October meeting. We will leave as is for this year.
~ FINANCIAL REPORT:  Ken K reported that as of the date of the meeting there was $12,283.12 in the treasury. A separate account has been  established for the Truck Fund.
~ Ken Koerneke address for mailing dues is : 510 143rd Av SE, Tenino, Wa. 98589
~ Steve B moved that the concourse tranfer $9100.00 into the Truck Fund. Seconded by Wade F and passed.
~ Discussion on whether the trucker should have a credit or debit car for emergencies.  Paul T moved that the concourse get either a credit or debit card for the trucker. Seconded and passed.  Liberator will have card.
~ Pres. Grabanski gave show report.
~ PSF Report: All non banded PSF YB’s for 2006 have to be declared today.
~ Pres Grabanski gave follow up report on prepaid shipping. March 11th meeting all clubs must report the number of lofts that will be flying OB.
~ Race Preparer:  2 bids were received. Both were  the same amount. Loretta Vaughn was chosen by majority vote for the 2006 season.  Pres. Grabanski will see if Loretta will do the 05 diplomas for $150.00.
~There was a discussion on loft registration for the AU. Clubs need to be responsible and police their own members.
~ Ken K suggested that we clean up the by-laws.
~ Prepaid shipping will  replace current race fee portion of the by-laws.
~ Motion to allow Oregon Trail Combine to ship Shingletown with us. Seconded and passed.

PUGET SOUND CONCOURSE DELEGATE MEETING   3/11/06
~ Meeting was called to order at 10:35 by President Grabanski
~ All Clubs were represented.

Total 42 Lofts for the Old Birds Season..Prepaid shipping  cost per loft is $191.00 per loft. Monies to be into Treasurer Koerneke by April 1st. Clubs are ultimately responsible for the committed funds.

~ If a prepaid flyer needs more than the one crate allotted per race he can buy it for $20.00 per crate.
~ If a Non-Prepaid flyer wishes to participate he can buy a crate for $25.00 each.
~ Non-prepaid flyers may not share the cost of a crate with any other flyer. He must pay the $25.00 per crate.
~ Any overages of funds from prepaid shipping will be carried over to the next season and applied to the series it was derived from.
~ Loretta Vaughn, race preparer would like to be paid every four weeks.

Truck report:
The truck is having some minor maintenance done now.  There was a proposal to install a gravel pad where the truck is being kept. Seconded and passed.

There was a lengthy discussion on  buying a trailer, or a truck and trailer as opposed to our current truck. No consensus at this time.

3/8/06  TRADEWINDS MEETINGS
  The meeting was called to order at 10:00 a.m., and all clubs were represented.

35 Ballots concerning what to do about the truck were returned and all Ballots suggested buying a trailer.  Bob Tracy has located a 24 foot 10,000 GBW trailer that looks pretty good.  Nick Vande Laarschot has located a 1994 one-ton truck to pull the new trailer.  Purchases should be complete by the start of Young Birds.

Clubs are urged to submit their race fee payments.

The meeting was called to order at 11:00 am., all clubs were represented. We also had 4 members from the new South West Washington Racers club present.  Minutes were read and accepted.

Upcoming Expenses: Moving the old truck to Tradewinds and storage fees for the last 4 months.  Ken Koernke moved to set aside $500.00 for old truck expenses. Bob Tracy seconded the motion. Motion carried.  $400.00 owing for awards.

Comm. Report
Trucking Comm: Motion to have each club provide a member for truck/trailer committee to get options to membership. Seconded and carried.  Get back to Ski with committee member by Oct. 31st.

PSF Report: Report by Bill Smith. Number of bands sold 1148.  Vene Luke upset with PSF committee for not having meeting to cover food and PSF race preparer issues. Question was asked if Loretta Vaughn was given the option to do the PSF results. Ski said we would contact Loretta and ask the question. Talked to Loretta and she said she was asked , but does not have the program to do the results that show payouts and pools.

Kit Race Report: Rick Arrisola gave report.

PSC Show Report: Report by Ron Whitson. Ron would like to give crash prizes for larger classes. Undecided.  Need dates posted on Concourse Web-site. Show to be held the first Saturday after Thanksgiving (Nov. 25th). Profits from show to offset 2007 prepaid shipping costs.  Frank McLaughlin to judge show and will also provide some auction birds. Has anyone contacted Frank recently?????????  Ron needs members to show up at 8:00 am on the 25th to help setup. SHOW NEEDS TO BE PROMOTED AND SUPPORTED BY ALL MEMBERS AS IT SAVES US PREPAID SHIPPING COSTS.

Unfinished Business:
Bob Tracy said the trailer deck needs to be stained. Ron Whitson said he would take care of it. Concourse will reimburse Ron for material costs.

New Business:
Ski read application from South West Washing Racers Club to join the concourse. After some discussion, Ken Koernke motioned to accept SWWR club to the Puget Sound Concourse. Seconded by Ralph Gibson. Carried unanimously.

Ken K brought suggested changes to the concourse by-laws. Clubs to bring recommended changes to the January meeting to be voted on at that time.

A complaint was filed with the AU about the YG bird race schedule change. Ski said he was called by Gray Braden and was informed that Tom Coletti "Competition Standard Committee Chairman" states that there was no infraction. Vene Luke, Ken Koernke and Mike Delong don't agree. Appeal may be made to AU.

Concourse doesn't have a truck to pull trailer. Truck/Trailer committee to decide what concourse should do.

Prepaid Shipping: Ken K suggested possible changes to prepaid shipping changes. To be discussed at January meeting.

Motion to make Race Preparer's fee included in prepaid shipping fees. Carried unanimously. Bids for Race Preparer to be submitted to Ski no later than Dec. 31st.

Race Schedules: Greater Seattle, Tacoma and the Olympia submitted schedules. Greater Seattle and Tacoma's were selected to be voted on by concourse members. Please return ballots to Ski or bring them to the Concourse Show. Please see attachment.

MINUTES OF THE 1-27-07 PUGET SOUND CONCOURSE MEETING

President Dennis Evanger presiding and one or more members present from member clubs GSC, Top Gun, Mt. Rainier, Tacoma, Olympia and LCI.

Secretary Wade Farley arrived late and did not pick up on Treasurer's Report.


SHOW COMM. REPORT - Ron Whitson gave rundown of show costs at Puyallup and Vene wanted to know where money from bird sales went.  Committee of one Ron is looking for help and Carol Fitzpatrick and Nic Vanderstaay offered to look into hosting a show at the Centralia Fairgrounds in the Fall.

TRUCKING COMM.- Bob Tracy provided estimates and explanations for trailer build-out of  approximately $7000 for labor and materials and said with water and release systems the cost could be $8500, as Paul has been quoting.  Ken K. made a motion to cap spending at $8500, and motioin carried.

Greater Seattle Club truck is available to haul crates and trailer but needs a major tune-up, and possibly a different rearend would improve gas mileage.  Greater Seattle does not have funds available to make repairs and needs to come up with a rental rate.

Members present agreed to give Steve G. ("Mr. Tradewinds") the old truck with the understanding that any useable materials from release system can be used by concourse.

BANQUET COMM. REPORT - Ric Arrisola handling banquet set-up but is waiting for diplomas and was unabailable to give dinner date.

SURVEY COMM. REPORT - Bob Tracy wanted to know that LCI members had GPS surveys done and Carol F. said all but one had been done.

PSF COMM. REPORT - Bill Smith - Sections for prize distribution will be Tacoma to the north and Olympia to the south.  Evergreen Concourse has received bands and is welcome and encouraged to participate as is everyone.  Bill asked that all clubs turn in their PSF band list to him by 2/28/07 so list can be posted on website and lost birds tracked.  Pam Murray is not able to act as Race Preparer this year so the PSF is looking for a volunteer or a bid.

KIT RACE AND FUND RAISING COMM. had no reports.

OLD BUSINESS
-Vene L. is still worried that Top Gun club did not send in its results from the last old bird race in 2006.  Explanations were given by Karl, Ski and others.  The problem has been resolved and any future issues will be handled through the A.U.
-Bob Tracy motioned to allow the Evergreen Concourse to, space provided, put crates on our truck.  Motion carried.
-Concourse needs all clubs to turn in bird, crate, and member counts to determine space on truck and prepaid shipping rates for the coming season.
-Non A.U. bands need to registered prior to Old Birds in order to compete.
-Need to determine allowable days for each race station.
-Loretta V. submitted the only bid to be Race Preparer.  Ski motioined to pay Mrs. Vaughn one dollar per race.  Motion carried.
-Constitution and by-law revisions were tabled for one month and Ken K., who's done a heck of a job holding our feet to the fire on these issues that will go a long way to avoiding some of our disputes, agreed to other proposed changes until Feb. 15th.  Each club needs to vote on these changes up or down and bring results, with vote counts, to the February Delegates meeting.
-Need Agenda for next meeting.
- Prepaid shipping costs also tabled until clubs provide membership numbers.  Need driver contract, truck rental rates and cost  estimate to ship the O.B. season we voted in.
-Mr. Garry Borrich graciously volunteered to be the Concourse Treasurer for 2007 with the help of Mr. K.
-Ken K. initiated a point system discussion and Ralph D motioned to adopt the U.P.R. system currently used by the A.U.  Motion carried.

AFTER SOME DISCUSSION REGARDING THE NEED TO UPDATE THE PSC C/B THE DELEGATION AGREED THAT THE CURRENT 2005 VERSION OF C/B REMAIN IN EFFECT FOR THE DURATION OF 2007.  A RULES COMMITTEE CONSISTING OF A REP FROM EACH CLUB WILL BE FORMED TO UPDDATE THE CURRENT C/B AND CONSOLIDATE IT WITH A.U.RULES.  THIS” COMMITTEE WILL PRESENT AN AMMENDED C/B AT THE OCTOBER  GENERAL MEETING.

ITEM# 2  CONCOURSE DUES:
THE DELEGATION AGREED THAT THE DUES SHOULD STAY THE SAME, HOWEVER, THE $40 FEE FOR THE TRUCK FUND SHOULD BE RECLASSIFIED AS A “START UP FEE”  TO FUND FINANCIAL REQUIREMENTS FOR THE UPCOMING RACING SEASON.

FEB. 02.08                          CONCOURSE MEETING MINUTES

PRESIDENT DENNIS EVANGER CALLED THE MEETING TO ORDER AT 10:45 AM.  PSC MEMBERS PRESENT WERE DENNIS EVANGER AND GARY WHOLMACKER, MRI; KARL WHOLMACKER, TG;  RIC ARRISOLA,. MIKE DELONG, DON CLARKE AND VENE LUKE, TAC;  MARK LAMB AND JON SCOTT, SWWR; CLARANCE PASCULA, JACK IBUKI,  AND PAUL THOMAS, GSC

DENNIS E. REPORTED THAT THERE WASN'T A CURRENT FINANCIAL STATEMENT READY AND THAT HE WOULD CONTACT THE TREASURER ABOUT GETTING ONE. SWWR MEMBERS HAD SOME CONCERNS THAT THE FUNDS ALLOCATED FOR CONCOURSE BUSINESS WERE USED TO SUPPORT TRUCKING COST. UNTIL WE AUDIT THE BOOKS WE WON'T KNOW!

P.THOMAS REPORTED THAT OUR 08 TRUCKING COST  WOULD BE $17,000. THIS INCLUDED ALL TRUCKING FEES AND INS.PLUS
A TRUCK PAYMENT TO GSC AND NEW BRAKES AND TRAILER HITCH.  PAUL ALSO REPORTED THAT HE WAS CONTACTED BY M. STREVEL, EVERGREEN CONCOURSE TRUCKING CHAIRMAN,.TO CONSIDER JOINT TRUCKING AND FEDERATION RACES TO REDUCE  SHIPPING FEES FOR BOTH CONCOURSE'S

AFTER SOME DISCUSSION, THOSE PRESENT VOTED TO HAVE PAUL SEE WHAT HE COULD WORK OUT WITH EVERGREEN
CONCOURSE.  PAUL WILL REPORT  BACK TO THE PSC FOR IT'S  APPROVAL OF ANY JOINT SHIPPING WITH THE EVERGREEN
CONCOURSE. THIS WILL NOT BE A SCHEDULE CHANGE; EVERGREEN CONCOURSE WILL FLY PSC SCHEDULED RACES AND ALL LIBERATIONS WILL BE AT THE DIRECTION OF PSC  LIBERATOR.

PSF REPORT:BAND SALES IN ALL CLUBS ARE GOING WELL TO DATE;  ABOUT 600 BAND HAVE BEEN SOLD

STATE LOFT REPORT:  J. SCOTT AND M. LAMB REPORT THAT THE LOFT IS READY AND THEY WILL HAVE ROOM FOR 200 BIRDS.

THE AU HAS DEVELOPED A STANDARD AU POINT SYSTEM. THIS IS THE SYSTEM THAT ALL RACE SECRETARIES WILL SEND TO THE NATIONAL DATA BASE. THIS IS THE DATABASE FOR OUR AU AWARDS. PAUL T. MADE THE MOTION THAT THE PSC USE THE NEW POINT SYSTEM.  2ND BY BRUCE. G.  VOTING WAS UNANIMOUS FOR USING THE SYSTEM.

ASHLAND RELEASE POINT MAY BE MOVED FARTHER SOUTH SO THE STATION CAN BE RECOGNIZED AS A TRUE LONG DISTANCE RACE.  WE HAVE SOME MEMBERS CHECKING INTO THIS..

20 CONCOURSE MEMBERS PRESENT REPRESENTING THE GREATER SEATTLE, TACOMA, TOPGUN, AND SW RACERS CLUBS.

TREASURERS REPORT BY STEVE LESLIE THAT WE HAVE $3974. IN THE  BANK AT THIS TIME AND HAVE PAID THE  GSC  $750. TOWARDS THE TRUCK.

PSF COMM. REPORT BY VENE L. TO 2009 ISSUES OF : NORTH/SOUTH SECTIONS STILL WANTED, SHOULD ALL BANDS BE ONE PRICE,AND SHOULD THE PSF BE SHIPPED ON THE CONCOURSE  WITH THE CONCOURSE RACE TO SAVE  THE SHIPPING EXPENSE?

OLD BUSINESS:

VENE L. STATED THAT DURING THIS PAST YOUNG BIRDS SEASON ONE RACE WAS CANCELLED AND ANOTHER RACE WAS MOVED TO A SHORTER STATION TO SAVE BIRDS AND MEMBERS AND THAT THOSE WHO PREPAID  WERE OVERCHARGED $ 1800.

VENE MOTIONED TO MAKE MEMBERS WHO DID NOT PREPAY TO PAY THE CONCOURSE THE SAME AMOUNT THAT THOSE WHO DID PREPAY WERE OVERCHARGED. DISCUSSION FOLLOWED , NO SECOND , MOTION DIED.

RIC A. THOUGHT  A REFUND SHOULD BE EACH MEMBERS CHOICE TO WHETHER HE/SHE WANTED THE MONEY BACK.

VENE L. STATED THAT HE WILL BE DEDUCTING HIS AMOUNT FROM HIS NEXT PREPAID SHIPPING AMOUNT, REGARDLESS  OF WHAT  THE REST OF THE MEMBERS DECIDED TO DO.

KARL W. BELIEVES WE NEED A SET OF GUIDELINES FOR PREPAID SHIPPING SUCH AS: PREPAY DUE DATES, DOES PREPAY ENTITLE EACH FLYER TO HIS OWN CRATES, AND WHAT OF  REIMBURSEMENT  ISSUES WHEN CHANGES ARE MADE.  CONCOURSE NEEDS INPUT FROM ALL CLUBS.

ARAM  F.  ASKED ABOUT GUIDELINES USED WHEN LIBERATING BIRDS RE: WEATHER, RELEASE TIMES ETC. THE AU HAS A SET GUIDELINES THAT ARE USED IN ADDITION WEATHER CHECKS ALONG THE COURSE AND IN  CONJUNCTION  WITH RACE SECRETARY INPUT TO DETERMINE WHEN AND IF BIRDS ARE RELEASED.

NEW BUSINESS:

2009 RACE SCHEDULES WERE BROUGHT TO THE MEETING BY  EACH  CLUB.  AFTER SOME DISCUSSION, MOTION WAS MADE AND CARRIED TO TABLE  ISSUE FOR NOW TO ALLOW TIME TO GET TOGETHER WITH THE EVERGREEN CONCOURSE TO COORDINATE SOME IF NOT ALL RACE DATES. PAUL  T. AND CAROL  F. HAVE SPOKEN WITH EVERGREEN MEMBERS AND THEY ARE INTERESTED IN SHIPPING WITH THE PSC.  SHIPPPING WITH  EVERGREEN IS POSSIBLE  AND MAKES SENSE BUT WILL REQUIRE PATIENCE  AND COOPERATION. WE HAVE TIME TO GET  IT RIGHT SO LET'S MAKE IT WORK. IT WOULD BE HELPFUL IF EACH CLUB HAD A ROUGH IDEA OF THE NUMBERS OF FLYERS AND BIRDS THAT INTEND TO FLY OLD BIRDS AT THIS TIME TO DETERMINE IF TRAILER SPACE ALLOWS SHIPPING OF THE  EARLIER RACES WITH EVERGREEN.

ARAM F. BROUGHT UP THE NEED FOR TRAINING TRUCK RELEASES BOTH PRIOR TO AND DURING THE RACE  SERIES TO REDUCE BIRD LOSSES.

RIC A. WANTS TO SEE  FINANCIAL  STATEMENTS IN WRITING MADE AVAILABLE AT  CONCOURSE  MEETINGS.

KEN K. WILL WORK WITH RIC A. ON PUTTING TOGETHER  AWARDS  FOR 2008 TO  RECOGNIZE  ALL  AND PARTICULARLY THE NEW MEMBERS FOR THEIR ACCOMPLISHMENTS. KEN'S POINT WAS THAT MONEYS ARE PAID IN FOR AWARDS AND SHOULD BE USED FOR THAT PURPOSE.

SW RACERS HAVE CONTACTED WSRPO PRESIDENT ERIC HOUCHIN REGARDING  A FINANCIAL STATEMENT FROM THE STATE TO DETERMINE WHERE THE MONEY HAS GONE AND WHY WE HAVEN’T HAD A STATE MEETING.

THE TACOMA CLUB IS CONSIDERING SPONSORING THE SHOW IN PUYALLUP THIS NOVEMBER.

THE CONCOURSE NEEDS LEADERSHIP AND IS LOOKING FOR YOUR CLUBS NOMINEES FOR ALL OFFICER POSITIONS AT THE NEXT CONCOURSE MEETING.  ALONG THESE LINES OUTGOING PRESIDENT DENNIS E. SUGGESTS THAT THE CONCOURSE PAY THE DUES AND/OR SHIPPING COSTS OF SOME OFFICERS TO ATTRACT  MEMBERS TO THOSE POSITIONS.

VENE L. THINKS THE CONCOURSE  NEEDS TO GET COMPREHENSIVE INSURANCE ON THE TRUCK DURING THE OFF SEASON.

SHOULD MIXING OF BIRDS IN CRATES  WITHIN CLUBS BE DONE WHEN NEEDED TO MAKE ROOM ON TRUCK AND REDUCE EXPENSES?

SHOULD CONCOURSE MEMBERS BE REQUIRED TO PREPAY FOR EITHER OLD AND/OR YOUNG BIRD SHIPPING TO BE CONSIDERED IN GOOD STANDING WITH VOTING RIGHTS?

ARE OPEN CONCOURSE MEETINGS PRODUCTIVE OR SHOULD WE GO BACK TO DELEGATE ONLY MEETINGS?
